It is true. If you're going to go out of state, you'll save by attending a private university.

The question is which Pennsylvania universities have majors in IT security?

Obviously it makes sense to apply broadly now and compare financial aid packages later because they, just like the admissions process in general, are one giant crapshoot.
I can see your point, but I think what you are missing is that many private colleges have flexibility when it comes to cost. If enrollment is up significantly above the projections and there are qualified students who are considering state schools or other options, they can receive a discount even with a high family income. Of course there is a cutoff and I have seen people with seven figure salaries complain about tuition costs and still get no discount because once you are earning that type of money there should be no discount. However, $250K is not the cutoff you are thinking of I have seen families with that level of income still get significant discounts off of their tuition. Also, it is not just the private schools with larger endowments doing this, many of the smaller privates are operating in a similar manner. Here is a great example from Point Park University:

The discount for the master's degree programs is about 34 percent, the school said in announcing the reduction."Overall, enrollments in our graduate education programs are flat, and we would like to grow programs with teachers, or those who are seeking to become teachers, who would benefit from these educational opportunities," Ms. McBride said.

I know that is for a master's program, but many private colleges are discounting undergraduate tuition also.

Keep in mind that "poor" is defined as 60k annual household income.

Financial Aid Office

According to the below website, it seems the only worthy private four year degree programs are as follows:

CMU, Peirce College, University of Pennsylvania, Robert Morris University

Best Network Security Degree Programs in Pennsylvania of 2013 : 37 Schools

CMU and Robert Morris are located in Pittsburgh. CMU will be super hard to get into. Look into Robert Morris.

I would suggest going back to the Financial Aid office at Pitt to appeal for more aid. Also, while I don't know specifics, I know there is a big push to bring community college students into 4 year degree programs, so look far and wide for scholarships specifically for community college students transitioning into a 4 year program.

That's not true. Robert Morris has rolling admissions. You can apply anytime. Even if you miss Fall, there's Spring.
