No, it has to do with how drastic the differences are. A net gain of 25,000 for the one party that has a competitive Primary is not a large net increase. A net increase of 700,000 wh, is what we saw for the Dems heading into 08 is a drastic increase.

Mississippi gets $3.40 for each tax dollar sent to the federal government, one of the very highest in the nation. Yet they literally hate the Federal government. This is a serious dependency on others for what is an essentially libertarian state.
