Remove and recycle the buildings - build a small town- think of it as down sizing..I find it worrisome that 40% of Detroit's street lights do not work- what happens when it gets down to 2% then zero? The only real problem here is criminality and the maintenance of the old and vulnerable...These are the things that have to be addressed- the economic bird has flown...what is left must be reformed into something that mirrors civilization. Detroit might just be a nice prototype of what is to come...Better make the place livable.
No money. Something more than 15 billion in liabilities. After that is covered one can worry about centralizing the city and bulldozing the excess.
That is the rub. You need to take care of the 15 billion and then provide a source for hundreds of millions in operating costs. And there is no practical way to extract those dollars from Detroit proper.
Mostly unmitigated nonsense. Detroit has been just about wiped out by economic reversals that deal with the auto industry and white flight. That has left a city without the necessary resources to support itself. It is now black and poor. And Michigan would just like to ignore it.
The most sensible way to fix it would be to create Detroit the city...the three major counties as a single municipality. Provide state assistance to get rid of the legacy portions and sufficient tax authority to provide a functional budget.
That however would involve associating the white suburbs with black Detroit.. Ain't gonna happen.

Don't forget that most blacks have moved into the middle class and it was them packing up and heading out that created the flight that left many neighborhoods vacant. Blame it on middle class black flight.
So your solution would also mean putting black middle class students back into Detroit schools. Bad solution -- and there is more than white middle class that would object.

What a success Obama has been! The greatest economic super power of the world did not yet collapse yet in his first 5 years. Yay Obama. Forget that we have the lowest number of people working , the highest poverty rate, the highest debt, the worst race relations, the greatest political polarity, the most corrupt administration, the least amount of privacy, the destruction of our Bill of Rights...
In all fairness, the fate of the city wouldn't change in the end if a conservative was suddenly placed in charge. Too much lib for too long and the results are a toxic cesspool of failure. Tear it down, pour cement over the mess and build something viable in it's place. I'm gonna miss their coney dogs though

When Bill Clinton signed the NAFTA deal, he knew many of the factories were going to head straight out of Detroit.
Detroit could be 100% black and be successful if there were good jobs and even mediocre jobs. But if there were good jobs and crime rates were way down, whites would move there.

Actually I would think Michigan has to fix parts of it...though not the core issue. Detroit still has the core of the metro area. Can't shut down the police and fire dept there. So life support has to continue.
