But America can't build a storm shelter underneath a friggin' grade school located in an area that has had three tornados in the last 15 years. What is wrong with this stupid country and its priorities?

It always takes a crisis and a tragic loss of life for Americans to respond. The municipality probably didn't want to build up a deficit. You know, there are worse things than a stupid deficit? Not everything in life is about money. Like the value of human life.

Federal government through the housing authorities, are getting a law together, to mandate all new homes have a storm shelter built and all existing homes have one before sale or in 3 years or face a stiff penalty.
Spouting all the building will stimulate the economy.
It sounds good for storm prone areas. Although the reality is this is just a bill which will never actually become law so, as usual, you're getting your panties in a bunch over nothing. Par for the course, I guess.
Let's suppose Grandma is living on fixed income, now along comes this law telling her she has to spend $5K on shelter.... On top of that it of course will need to be an inspected and approved model, the contractors know the you have to buy it no matter what so there is little incentive to keep prices in check etc.
Prices are low right now. Here in Texas you can get one for $3500 (6x8) and that includes delivery and installation for below ground.
If it were to become mandatory prices would shoot sky high because everyone HAS to get one then.
FEMA certification will cost you another $300 on top of the $3500.
I just did. Local government is probably too hampered by budget constraints. This would take federal action.
The Federal government (you know, the one that's 16 ***trillion*** dollars in debt) isn't constrained in its budget?
Maybe I should have specifically asked for a sane answer to the question.
