No that money is better left in the pocket of the american worker. Those in tornado prone areas can decide if shelters are neccesary and pay for them with their own money, which ensures the job will be done efficiently and to their specification.
You seem to have a burning desire to spend other peoples money and "for the kids"is no excuse for a thieving mindset.

There was a guy who survived the tornado in Oklahoma interviewed by CNN. He slept in the stables with the horses on a horse farm; he is a horse exerciser. All of his belongings fit on one shelf in the barn. How would this guy afford a storm shelter? Or is it going to be the rich owner of the horse farm who builds one? Like rich people actually care whether their workers live or die.

Why? There may be dozens of school children dead. We could put unemployed Americans to work building these shelters. Why is saving the lives of Americans a "poor use" of taxpayer money?
With global warming extreme weather events are only going to increase in frequency and severity. We already know this. Time to get prepared.
No, you could just take a fraction of the $696 billion in annual military spending. The U.S. spends six times more on military spending than any other nation. Maybe we could keep it to four times as much.....

Yes workers all of the country should have money taken from paychecks because there "was a guy"
Money is freedom, it must gall you to see people spend it on things they want/ need.

Is the government going to protect everyone from everything? For example how many lives could be spared if we made cars 100% survivable in a crash? This can be done however very few people would be able to afford the car.
