I don't really know how food stamps/EBT/SNAP cards work. It seems to be a free-for-all, and you can even get cash back to spend on booze, cigs, drugs, whatever.
Perhaps each qualifying person in the household should get actual stamps marked 'milk', 'fresh fruit/veggies', 'meat', etc. No stamps for pop and candy, etc. How hard can it be to give, say, a 1-gallon for milk stamp per week per person? Plus if the stamps were mailed to a residence, it would be easy to check up on people. If they're getting stamps mailed to a place where they don't reside, they get cut off.
But no, we give out credit cards that can be used for anything. Disgraceful.
One needs to look at the big picture to determine the true beneficiaries of SNAP.
Major corporations and food groups, including Pepsi, Kraft Foods, Kroger, Coca-Cola and the Corn Refiners of America, also warmly embrace SNAP. All, lobby Congress and/or various states to expand SNAP and make sure that recipients have the most freedom possible in deciding how to use their allowances, including the unlimited purchase of soda and junk food.

Food stamps were replaced with a debit card. It's cheaper to load a card electronically than print and mail stamps each month. As I understand it, some states combine SNAP and TANF benefits onto a single EBT card. While the SNAP balance cannot be used for cash or non approved food items, the TANF balance can.
If this did happen, Walmart should have put a limit of about $150 or so. Hopefully that's what they did. It's not like they couldn't go back and shop once the computers were working properly.
A local grocery store (not Walmart) lost thousands of dollars as stuff expired and the frenzy that abruptly ended left so much perishable food in full shopping carts with little staff to put it back in time.
Thank you for the update. If Walmart did not follow established protocol then they do stand alone in their loss. It does not change my opinion of the people who essentially stole from the stores, but the taxpayers should not be on the hook for the losses.
