If I was in the upper mgt at Walmart I would fire all the people that were involved in making a decision to trust the public to do the right thing. Predicting the outcome was as easy as stealing candy off a baby with no arms. I would have a full investigation and even fire the people that agreed with that idiot decision.
I'm pretty sure someone lost their job over this...
I just watched a Ken Burns special of the Dust Bowl. In the 1930's, the government could not get the people of the southern plains to take money or charity of any kind. They had to create the WPA and give the people jobs, oftentimes to do projects that were not needed to get them to take money so their children wouldn't starve.
People back then would starve before they would steal or take money they didn't work for. Now look at this. This is a disaster.

You will never win if you try to prosecute... time and cost is irrelevant if you can't win... you have to prove they knowingly committed fraud and theft... that evidence is only in their heads and you are never going to get access to it...
I hope the EBT program doesn't settle with Walmart because it is 150% Walmart's fault... if you do something stupid, you deserve whatever is coming... I would NOT bail them out... Walmart knew the rules and choose to not play by the rules... they are the only ones that should be held accountable...
WalMart created the opportunity, the "shoppers" left their personal responsibility at home (if even there).

Back in 1996, the law required beneficiaries of TANF to become employed at least 20 hours a week to continue to receive benefits. According to the conservative CATO Institute, since then, about 80% of those that had become employed were working jobs subsidized by federal, state, county and municipal governments. In other words, there are not enough entry level private sector jobs to employ the masses and this is not a new situation.
Retail and food services became the largest employment sectors in the U.S. in the 80's. These employers want scheduling flexibility and to avoid OT, so they hire part timer employees.
People who cannot afford children have been having children since forever. The concept of childhood did not exist for the masses. Children were expected to become employed and contribute to the family.
The masses were very fortunate if they had an 8th grade education.
Cutting off aid and nutrition to children is not going to have a good outcome. What short of controlling live births as is done in China can prevent people from engaging in unprotected sex?
Employers also are avoiding falling under some ACA requirements too.
