That's EXACTLY what happened in IL District 211. A student with a penis exposed his genitalia multiple times in the girls' restroom/locker/shower room facilities. Some of those female students were only 13 years old.
So women and girls who are concerned with indecent exposure, sexual harassment, or assault are just hysterical and have been brainwashed to see bogeymen where none exists. But transgenders who tells us they risk their life everytime they use the men's room...we take them at their word and enact laws accordingly???

And University of Toronto had to revise their transgender bathroom policy because male students were recording females showering. But it's all in our head and no biological males would ever taken advantage of poorly written regulations.

And how will anyone know what a person's genitalia look like? If someone looks and acts like a man or a woman, then they identify with that gender and should be able to use the bathroom that matches their identity.
Until the day the government creates the genitalia inspectors to be placed outside of every public bathroom, people should use the rest room that matched the gender they identify with.
So in your view a man dressed in normal male clothing should be allowed to walk into a woman's bathroom because he might be a transgender who doesn't want to take hormones etc?
How you enforce it is if a woman sees a man/woman standing up peeing facing the toilet, she can report to security or police that there is a man in the woman's bathroom.
So why are some of you so concerned if a tg person uses a bathroom not matching their genitals? Fear?
It seems to be mostly men that have this phobia about what genitals people have when using the bathroom. Women don't obsess over penises like you men seem to.
And if it's because you are concerned for our safety, then how about you teach your sons not to rape women, (and having sex with a drunk woman that can't consent IS rape), and how about you men condemn men that abuse and assault women? And maybe pay back child support so women can afford to live in safer areas, and send your kids to good schools.
This false concern over whether a tg person might be in a bathroom is absurd. Straight men are far more dangerous to women than the tg person in a bathroom.
I think most men teach that rape is not okay, but anyways...
It isn't just men. There was a woman near my home who complained that a transgendered person was walking around the women's lockerroom at a local gym with "her" male bits hanging out for all to see.
The complainer had her membership terminated for being prejudiced against transgendered people. She said she didn't have a problem with transgendered per se, but a problem with one walking around fully naked in the women's room. A few women quit in response to the incident.

What I find shocking, sickening, and sad are the excuses/lies that "no transgender woman has ever assaulted/wants to assault a woman." There are plenty of men in jail for exactly this, who identify as transgender but serve in men's prisons because they're biologically male. In fact actress Laverne Cox got into hot water for lobbying that a transgender prisoner in NYC be transferred to a women's prison though the prisoner is anatomically male. This person was convicted of a rape and murder of a little girl so heinous they had trouble identifying the corpse. The YouTube videos of Cox pleading this case have been removed. The assumption that no transgender woman would ever harm others is ridiculous. There are also intersex or gender ***** people who identify as a man today and a woman tomorrow. This assumption that transgender "women" with male organs are gentle lambs devoid of sexual aggresion is naive. (I wonder how many men accept FTM transgenders with female vulvas 100% as men? Or are women the only ones being told to shut up and accept dudes in dresses as the same as us?)
Then come the excuses "but those assaults didn't happen in bathrooms." Great. Let's not make laws based on prevention or preservation of privacy rights-- let's wait until the crimes happen first. How many would it take? I want to know the minimum required number of bathroom assaults for people to care and stop accusing women and girls of unfounded fears.
I think one of the most annoying things about this whole debate is the notion that "no one can tell" if a transgendered person is transgendered.
Are you kidding me?! Every trans person I have ever met has been *glaringly* obviously transgendered -- even Bruce Jenner, who has tons of money, can't convincingly look like a genuine woman.
I don't care if a trans person uses my restroom or not, but let's not pretend it isn't hilariously obvious it's a dude in a wig parodying what it means to be a woman (or vice-versa).
100+ students of each gender per P.E. class. At least one semester of swimming required. Explain how students change into and out of swimsuits without removing all their clothing.
Both the trans student and the USDoE OCR rejected the individual restroom/locker/changing/shower room facilities the district had provided for the trans student out of concern for everyone involved, and INSISTED that the trans student with a penis have unrestricted use of the girls' multiple occupancy open locker/shower rooms.
To recap:
'Alleged'. 'Supposedly'. You link to a website story where some journalist writes that at a meeting a hyped up parent supposedly claimed that she had supposedly heard that someone told someone else about something that some supposed teen 3 years ago had supposedly told some other supposed person about some vague supposed incident about some supposed boy (not the transgender student in the case) showing his supposed junk in front of a supposed.....
