Technically a sanctuary city or state could and should give safe haven to anyone who is at odds with the federal government. So citizens would benefit as much as undocumented illegals if they reside there. If they don't like Trump ( or any POTUS) they could renounce their citizenship and live there. They couldn't discriminate between legal citizens and illegals. The courts would eat them alive and the ACLU would have them for breakfast even if they'd hate themselves for doing it.
Citizens could stop paying taxes and the IRS would have recourse against them. You just have to allow the concept to go its logical course and conclusion.

Read the Canadian immigration page. Hard but not impossible. Helps if you have a college degree and skills in certain areas. SHOCKING I say that they want skilled people.
