Maybe you should ask Obama’s State Department this question ... since it maintained it’s official policy stance throughout the entirety of his 8 years in office of warning American citizens to not to travel to many of the alleged “sh*thole countries” in question, such as Haiti, Somalia, etc.? These warnings are qualified with reasons, such as extreme danger of violence, kidnapping, murder, terrorism, and the inability of local authorities of these countries to protect them from elements of the indigenous population who apparently pose such grave danger?
Perhaps a better question than what qualifies as a “sh*thole country” ... would be .... why would we urge Americans not to travel to these lovely, non-sh*thole” countries, yet insist on bringing from these lovely countries the lovely people who apparently, in extraordinarily higher than normal numbers, pose the very safety threats making such warnings necessary? Got a logical answer for that?

Building walls and denigrating countries of color doesn't not automatically by default mean that suddenly new rules must be established in order to stave off waves of new immigrants of color.
Most immigrants of color, documented or not turn out to be law-abiding residents.
There's absolutely no rational reason to suddenly sound the alarm of fear concerning an onslaught of rapists, terrorists, and foreign welfare recipients.
Most subsaharan immigrants are educated and quite capable of obtaining gainful employment.

Your argument contains a couple good points of merit. However, it also contains a few most serious flaws.
To simply refer to any subsaharan country or Haiti as *****hole countries is indicative of complete ignorance about their histories.
It would be absolutely ludicrous to omit whites from the historical equations of either subsaharan African or Haitian fates. Slavery and colonialization played a most devastating role in the destabilization of hundreds of tribes and millions of people.
The descendants and diaspora of these people are still reeling from the residual effects of these inhumane, despicable, and morally depraved acts.
The fact that criminals obtained political control of some of these countries merely attenuates the level of irresponsibility on the part of their abandoning captors. It's this type of nonchalance and ill-concern that created the Haitian dilemma in the first place.
A new government should have been established with an assured and truly committed Haitian patriot appointed as president. Not some egotistical maniac filled with narcissistic tendencies with ulterior motives linked to European imperialism.
