It only appears that way to people who believe the lies about collusion. There's no reason for the investigation other than to make people like you happy. There was never any evidence of the collusion Mueller is supposed to be investigating. This investigation should not be happening, and it must be very tempting to end it.
Do you know how many times I have heard this exact term since June 2016?
I wish I had a dollar for every time someone says it's only a matter of time before Trump is taken down. The same can be said about Obama and the Clintons. It will never happen.

I thought it was collusion? Guess the left talking points have shifted to obstruction this week to help deflect the stink of their failed Schmer Shutdown. Last week was he ordered Cohen to pay off a stripper he was allegedly banging, Next week will be Money laundering, and the week after that something else and so on and so forth. Meanwhile, the Trump Administration continues to move forward Making America Great Again.

If Trump is impeached, and thrown out of office, and maybe eventually jailed, the Trumpets here will still be saying, "Oh there's no evidence of collusion or obstruction, it's all a big nothingburger."
And it would be true. This whole investigation, and the hurricane of lies from the mass media that precipitated it, are an attempt to remove the President from office just because the conspirators wanted the other candidate to win. There is nothing more to it.
