There's also the possibility of a Constitutional Article IV "full faith and credit" issue in this case.

"Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State."

If it's legal for her to have firearms in her home state of residence, it's legal for her to have firearms in any and all of the other states.

"Alabama is considered an “open carry” state, which means that it is generally legal for an adult to openly carry a firearm without a permit."

Apparently, concealed carry requires a permit, but little else.

But just because this is legal in Alabama, does not mean it is legal in Massachusetts.

There are some restrictions in Alabama. It's not a free for all.

For example, Alabama laws forbids individuals from possessing a firearm if they are of "unsound mind."

Also, you are not allowed to carry a rifle or shotgun walking cane.

Per GOAL - Gun Owners Action League:

New Residents: The laws exempts move in and possession in the home for new residents for sixty (60) days. It does not exempt the possession of large capacity rifles and shotguns, assault weapons and large capacity magazines. Until you receive the proper license do not transport any guns and/or ammunition. GOAL recommends getting the required training and application in to the police department immediately as it may take forty-five 40+ days to process your application for licensure.

Actually, it does, if one is still an Alabama resident. Article IV, US Constitution:

"Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State."

So there is no 60 day grace period for new residents before they are required to put in their application.

New resident have 60 days to get the training and get their application processed. As it may take 40+ days to get their application processed, they encourage you to get going immediately on the application.

Clears that up.

What makes you think she's a new resident? My kids went to college out of state while maintaining their home state residency. Happens all the time with college students. My oldest did a 3+2 (5 years total) Engineering BS degree plus an MBA at an out of state university while still maintaining our home state residency, rental housing and all.

Even non-residents have to have permits in Massachusetts. Even non-residents have to lock and secure their firearms.

Although, I suspect she will retain her Alabama residency. Somehow she doesn't seem like she will fit in long-term in Massachusetts.
