I personally think that even heavy policing doesn't stop criminals if you have a left leaning criminal justice system. How many times does a police have to re-arrest the same individuals because the prosecutors can't put the criminals away and they are usually let out within 24 hours and back to another crime. Even if places like NYC is housing released felons in hotels and giving them free cell phones and giftcards they are only temporary before they are back to crime.

Until the citizens revolt and vote out the politicians who only listen to the loudest voices and not the tax payers. Nothing will get better. Like usual the well to do will still live in the whitest and most privileged areas and leaving the downtown areas to become slums and crime ridden. That's how ghettos are formed.
