I'm sure the reason the police did not arrest anyone for running an illegal business is probably because it is a zoning violation, not necessarily a criminal one. I imagine you would have to get the city code enforcement inspectors involved and that would take some time.
My guess is that there would not be sufficient exits, sprinklers, etc for 2,000 people. Fire department is usually all over that.
Again, though, I believe parts of this story are missing.
Alternatively, about half the local folks I know/friend on FB have posted it today.
Maybe one of the "journalists" picked up the story while having teeth whitened!
