Instead of asking at what age should we be ashamed of being naked, which assumes that there is such a point in our lives, wouldn't it be better to ask whether we should be ashamed of being naked at all?

Well then that being the case, I would say never .
I'm naked in front of people a lot more than most. Us performers have a slightly different comfortability level with nakedness and stuff than most.

I've been following this thread since the beginning of it.
Being self-conscious about nudity depends on the mindset of the individual. That is usually based on culture and upbringing.
Circumstances and situations also play a big part about accepting nudity. Anyone on this board that has been involved in sports, the military, or belonged to a gym, has been in locker rooms and showers where there are dozens together...all naked.
I'm in an industry that sells nudity as a product. So the performers are nude, or very scantily clad, all the time. Many of the out of town girls stay at my house when they are working for me, and many others just because they like it...they seldom wear clothes...they suntan nude...and we are always in and out of the hot tub. 9 out of 10 are just my friends, but because of the nature of the business we are involved in we don't have any hangups about being naked around each other. Though I wouldn't feel comfortable like that around other groups I associate with.
Of course, children...because they are pure and innocent...have no qualms about nudity.
I personally see no "shame" in nudity. It's all in the perception the person has about it. And, of course, clothing has a greater utility than just covering our skin from view.
I don't think we should ever be ashamed of being naked. Rather, I think we should be ashamed of thinking we need to cover up. I'm not saying everyone should become nudist - that would be awkward. I'm saying we've been taught to be ashamed of something that we do not need to be ashamed of...and maybe we should be more ashamed of this rejection of ourselves.
