Duvall is the friendliest city I've encountered on the eastside. That's why we bought a house here. It's the only city I've been in where people will randomly chat with you in the grocery store, or out and about in town. I love it here!

It doesn’t matter where you live on the East side. Everyone here is pretty much the same. The outsiders (those not raised in Wa) keep to themselves and the natives (people raised in Wa) are hostile to outsiders.

I have lived in about a dozen cities during my adult life and by far Seattle or NW Washington in general is among the most unfriendly.
We are at 19 years now and the whole time have found people to be friendly on the eastside and even in Seattle itself. We rarely meet people who are native to WA, probably 99% are from other states or countries. I'm sure there are still natives around, 40% according to the data but we haven't met many, but they too have been friendly even after finding that we came from CA.

We've been here a couple decades and probably half our friends are native to Washington. In fact since the relationships that are closest to us are natives the friendliness might be tipped in their favor although that never comes up. That said, a lot of acquaintances are transplants not only from the US but also from other countries. They are friendly but sometimes insulated depending on their culture. It just depends I guess.
