Syracuse is the second most affordable market talked about on that podcast. He lists the city population instead of the metropolitan population for some reason. Also, The Syracuse area is only projected to get 35,000 of the 49,000 New jobs in New York state from the $100 billion investment from Micron.

Where is that coming from in terms of 35,000 of the 49,000(I've heard 50,000 as well) being in the area?
Also, I think people need to realize that southern Oswego County is an area to watch out for in terms of Micron, due to available land and its proximity to the Micron facility. Think school districts like Central Square, Phoenix and even Fulton(could see quite a bit of investment in the city), as well as portions of Altmar-Parish-Williamstown and Mexico.

I read a local leader say only 70 percent of the 50,000 jobs will be in CNY.

To be honest, that is a little bit higher than I expected. I was thinking 60-65%, but 35,000 jobs is great. Now, we have to consider that 35,000 may mean that other cities in CNY will get a piece of that. So, the immediate area may get say 50-55% of the total. Even 25-28,000 jobs is still a high number over the estimated period of time.
I came across this information from the National Association of Realtors and this information shows that the median home sales prices in the area is $211,600, which is lower than the other bigger Upstate NY areas: https://www.nar.realtor/research-and...-affordability
