No, 12.3°C below the current normals, so a -6.6°C mean. I assumed that's what Tom meant as NYC's mean is close to freezing in winter, but I was wrong, March was more deviant than a mere 2.2°C.
March 30, 2013. There was a mid-March snowstorm, but the snow never melted out before the snowstorm. Snow stayed on the ground till April 7th. (Using a station at 964 feet):

Right, now find a January snowpack linger into April . Not even Albany or Buffalo did. Had always melted in March even with March snows.. So imagine the rareity for here. Nuts man. That's what happens with the combo of a snowy Feb/March with historic cold temps. We're witnessing history.

That area had continuous snowcover from December 27 to April 7. [2012-2013]. Yes, it's uncommon by you, but up in the hills (and not that high up) it's normal.
Altocumulus floccus? Common in my area. Supposedly a sign of possible thunderstorms, but not here- usually just means a good downpour is less than a day away.
