They are both diverse. Saudi Arabia largely depends on foreign labour. In addition muslim pilgrims around the world have settled there throughout time adding to the mix.

The biggest Phillipine expat population in the world is Saudi Arabia. In addition there are large number of South Asians and at least one hundred thousand westerners living there. You live in Australia and there is an person there who is in the master chef and she is from Saudi Arabia and her parents are from South Korea and Egypt.

UAE is diverse but it is tolerant for Arab standards but not up to western standards.

Almost none of the Persian Gulf countries could be said to be particulary "tolerant", especially as it pertains to their South and Southeast Asian inhabitants (Indians, Pakistanis, Bangladeshis, Filipinos, Indonesians, etc.).

It's a misplaced argument on your part, because the creation of Jewish autonomous Republic was rather a sign that Stalin wanted to give Jews their own land, since every nationality in Russia had its own historical/cultural center.

the most tollerant is no indication of friendliness , i would place a high importance on how friendly a country is

the usa is friendlier than the uk though less tollerant

both are more friendly than the netherlands or the scandanavian countries though less tollerant

as long as shechita is banned in a country it's a anti Semitic country extremely intolerant country.
Norway - anti semites
Switzerland - anti semites
Denmark - anti semites (you don't want to bring up "anti-semitic" broohaha, that was in the past, so i guess their Holocaust record is also irrelevant)
