They are both diverse. Saudi Arabia largely depends on foreign labour. In addition muslim pilgrims around the world have settled there throughout time adding to the mix.
The biggest Phillipine expat population in the world is Saudi Arabia. In addition there are large number of South Asians and at least one hundred thousand westerners living there. You live in Australia and there is an person there who is in the master chef and she is from Saudi Arabia and her parents are from South Korea and Egypt.
UAE is diverse but it is tolerant for Arab standards but not up to western standards.
True, even Saudi Arabia is very diverse in ethnically as well but it is far from being tolerant.
Almost none of the Persian Gulf countries could be said to be particulary "tolerant", especially as it pertains to their South and Southeast Asian inhabitants (Indians, Pakistanis, Bangladeshis, Filipinos, Indonesians, etc.).
