I wouldn't say Canadians are particularly liberal when it comes to nudity, certainly not compared to much of Europe.
That said due to an Ontario court ruling years ago {Ontario usually sets the tone for all of Canada in legal matters}, there are no restriction to going topless in Canada.
In Canada it is perfectly legal for women or men who walk down the street topless. Anywhere a man can go without a shirt so can a woman. In Canada it's not an issue of sexuality but equality and Canada takes it egalitarianism very seriously.

Correct. But nobody really does it. You never see topless women on a regular beach in Canada. (Unless it's a specifically nude beach, which tend to be rare and semi-secluded.) Much less on the streets or in a city park.
The Ducth version is also uncensored. I watched one episode of the Norwegian version. It was very boring. The female participant (link above) was pretty, though.

They made a French version over here, if I remember well the men and women sexes were blurred but the rest was normal.
