would the Philadelphia Navy Yard qualify or the Camden Campbells redevelopment or the LPT in Camden
I think single buildings can qualify though
To me anything say greater than say 500K or maybe 750K sq feet would qualify there are single buildings over 1 million with billion dollar price tags. I would be hard [ressed to say they don't qualify
I guess for perspective would a development of this scale meet the criteria?

That's old news. Sometime in the next 3 months, the mayor is going to announced a very large scale development for the Gulch/Philips Arena area and it's not a train terminal. I think they gave up with that one. There's also talks of a 2 billion dollar Casino being built downtown.
Actually, this thread is about major development projects. Meaning multiple building multi-million sq. foot developments. Somewhere along the way, cities that didn't have those started posted what you just named which is not a mega development. A major development is:
New York: Hudson Yards
D.C.: The Yards, The Wharf
Boston: Seaport Development
San Fran: San Fran Transit Center Development
One single building is not a major project. One building in a major development is though. Most of the stuff I am posting are parts of a phased project coming to fruition from major developments. That means it has an end game with the total sq. feet coming in office, residential, and retail.
The buildings above are apart of this:
Capital Riverfront
Residential Units: 11,978 residential units
Office: 14,605,290 sq. feet
Retail: 979,000 sq. feet
Hotel Rooms: 1,455
Also, just so you know, I don't even post 90% of the projects in D.C. proper. There are that many. I only post major development projects like Union Market, Capital Riverfront, Transit Expansions, NOMA, SW Eco District, or regional transit projects.
I would also think that they should exceed 500 ft tall to be considered big everything else is just stubby and wide. So multiple million sq feet and at least 500 ft tall probably good guidance for future projects and posts

The OP didnt ask for 'MEGA' projects, I happen to think that a rundown of 300'+ buildings currently under construction or in planning is far more interesting the monotonous, boring campus like projects this thread is innundated with-they all look exactly the same. Talk about a snoozefest.
