Is it closer if you just look at East Asians and exclude South Asians?
Yep, I think it's pretty close if you exclude South Asians. If you leave out South Asians, Greater Toronto becomes roughly 20% Asian, while the Bay Area is ~21% Asian or so...so leaving out South Asians, the Bay Area is slightly more Asian than GTA...which is still handily more Asian than all other metro areas in the contiguous US, even if you leave out its massive South Asian population.
Why is this even a part of the conversation? Are South Asians less Asians? For the final time, Toronto is more Asian than SF unless by some xenophobic notion south Asians are not considered real Asians.

Nearby Daly City, which is right on the edge of San Francisco, has a large Filipino population.
Yep, Daly City is a Filipino stronghold in the Bay, as is much of upper San Mateo County, parts of Alameda County (esp. Union City) and lots of Solano County (esp. Vallejo). Interestingly enough, the Filipino population of GTA is fairly substantial as well (~4.2% of the total pop. vs ~5.1% of the total Bay Area pop.).
Having been all over the Bay and GTA, I personally think it handily goes to the GTA. Beyond the percentages, another way to look at is how many white ppl do you have for every Asian person in each metro area? For the Bay Area I think it's ~1.8-1.9:1 while in the GTA it's closer to 1.5:1. That having been said, I can see why someone may feel like the Bay Area may exude a more intense Asian "feel"; I think it's because ppl typically associate "Asian" with East/Southeast Asian and comparing the cores alone SF IS more East/Southeast Asian than Toronto; in particular, the City of SF (the "core" of the Bay Area) is more East/Southeast Asian than Old Toronto (the "core" of the GTA).
BUT, the point to keep in mind is that the Toronto District School Board covers ALL of the city of Toronto- including the furthest reaches of Scarborough and Etobicoke (this covers >40% of the CMA population). A fair comparison would be to compare the East+Southeast Asian % of the TDSB with those of all of the school districts contained in Alameda, San Francisco and San Mateo counties- which would amount to a similar share of the Bay Area's population...but this would be pretty cumbersome to do since San Mateo and Alameda counties are divided up into a bunch of school districts..
So, while I understand why some people might be led to believe that the Bay Area has a stronger Asian presence than the GTA, I personally believe that the GTA has the stronger Asian presence. Part of this is due to the fact that in parts of the Bay Area (outside of SF) where the Asian presence is particularly strong, there's often a fairly strong Hispanic presence as well and in pockets of the East Bay you can add a strong black presence to this. However, in the GTA, the Hispanic population is miniscule and where the black presence is there, they're usually drowned out by the South Asians and/or Chinese, so Asians really *dominate* the visible minority scene in the GTA in a way that they do not in the Bay Area.
Well not everywhere defines "Asian" as East/Southeast Asians...in England, when one says "Asian", they typically imagine someone from the Indian Subcontinent. In other places in Europe, they might imagine a West Asian, or ask specifically what type of Asian you're referring to.

Because South and East Asians don't really have that much in common, separate cultures and nothing in common appearance-wise. Fairly separated populations, unlike say, within Europe.
