Probably Olympia, but not because it's close to here. I dunno, I got kind of an unfriendly vibe from Richmond that's hard to explain. And Olympia's probably closer to the nearest large city than Richmond is.

I've never been to Idaho or Spokane but SW Wyoming is rough. I'll take my chances in Coeur d'Alene.

Spokane, WA for sure. It has a better economy and is more friendly.

Interesting one. I'm pretty unfamiliar with both although I've at least visited Chattanooga for one day. I think, shockingly, I'll pick the much smaller Chattanooga because I at least saw it with my own eyes and know it seems nice. Plus, being close to ATL and Nashville is wayyyy better for me than being close to Des Moines and KC. Just a better location for being close to my family and the region (SE) that we know well.

San Juan. I'd get island fever no matter what, and PR is at least a bigger island and closer to the mainland.

Rockford, IL or Bakersfield, CA?

Bakersfield... Bigger city/metro and much better weather. If Rockford were closer to Chicago proper that might sway my decision but since it's not, Bakersfield it is.

Amarillo, TX or Billings, MT?

Amarillo for sure. Not as isolated and located in a prosperous state.

Charlotte, NC or Sacramento, CA?
