I'm going to lean towards the built form, for Jersey City is clearly more urban than Morristown thanks both to the density of its residential neighborhoods and districts like Newport and Journal Square (though downtown Morristown does come close to the latter). Slight edge to Morristown.

Now for some disinvested cities:

Is East St. Louis, Ill., more like Gary, Ind., or Camden, N.J.?
I went with Gary. Both are in the same state and more similar demographically. Is Billings MT more similar to Spokane WA or Boise ID?

Kansas City. Denser inner ring suburbs, hipster free bbq worth eating, Deep South roots, not congested. Both cities have higher crime and run down areas and mostly flat.

Charlotte. Both of them financial hubs (Charlotte much larger) that have made significant additions to their civic infrastructure within the past 30 years or so. And neither of them have a significant music industry, or even an equivalent tourist draw.

Is Houston more like Los Angeles or Dallas?

Dallas based on cultural similarities. Both are Southern to Southern adjacent. Both are often criminally undervalued for their cultural and historic contributions, especially Houston. Both are well known for their explosive growth over the years focused on energy, IT, finance unilke Los Angeles. Both are more affordable and more things to do outside of media and tourism.

Is Richmond more similar to Raleigh or Pittsburgh?

I'd say Memphis. Both have issues with high crime and poverty. Is Tampa more similar to Norfolk or San Diego?
