I'm wagering Baltimore here. Both heavy Black cities; bisected by I-70/US 40; Similar political structures and issues with Cities proper being independent of any county; both known for rowhouses and large, heavy industry; both top 10 cities up to 1960 with cultural legacy to match
I think Atlanta is more similar to Memphis because they are older Southern cities with similar demographics. Orlando is relatively new to the "big city" game. 60 years ago, Orlando was less than 100,000 and it's metro was not much more than that.

I don't think anyone answered Watts' question. Detroit because of cultural and geographical similarity.
To Shakeesha: New York, both cities are ultra expensive, known for famous bridges, skyscrapers, sports teams with the name Giants.
