New York has 27,147 people per sq mi and Chicago 12,649 per sq mi.
Which city had more reasons to build up? The one with lower density or higher? Is the density result of abundance of available land or lack of thereof?

Higher densities are not achieved or planned, they are a result of population growth and the limited amount of land, as in New York.
Chicago's density does not indicate a need for skyscrapers.
