Well I am not quite sure what "holds its own" means, but I think most people would agree that Chicago has better museums and more highly regarded performing arts institutions (symphony orchestra, theater and ballet), so to say that Philly is "better in the arts and museums" is a laughable assertion. That's not to say that Philly isn't good in any of these categories -- it is -- but it's not on Chicago's level. Then again Philly is a much smaller city so it really shouldn't be.

Yes, Philly has some excellent museums, and the new Barnes is unparalleled for what it is.. but overall I don't think Philly can match Chicago for arts institutions.

Though as far as I know the Philadelphia Orchestra and the Chicago Symphony Orchestra are on par. Both are regarded as top notch.

When it comes to arts, culture, and museums it's debatable. Neither city really stands heads and shoulders above the other one. NYC is the only city that can make that claim of being in it's own class. You of all people should know that.

lol at the last part of your statement. You act like your comparing Chicago to city like Jackson, MS when it comes to population size. I know Chicago is larger but cities like Philly and Houston are right behind it in population rankings, so Philly isn't that much smaller than you think it is when comparing it to Chicago.

Both are top notch but Chicago's is better. The traditional "Big Five" US club includes both, but Chicago's is arguably among the top 5 in the world and the best in the US -- at least if you go by this:
