i'd say third or even 4th... do not forget hong kong, thaiwan, shenzhen...
tell tiawan to relax, and hk is not livable cause its chinese and we cant understand chinese so we remove Hk although its probably tallest in the world, just eliminate it, well taiwan, again we cant speak chinese. Its basically about NYC< T-Dot and Chicago and Van. Basically all the english speaking skylines, i know skylines doesnt have much to do with the language but, its a whole different style and culture there.
