It is to some, like myself personally I would take Dubai's skyline any day over anything in North America.
A skyline is a skyline, its power comes from its architecture and buildings. People spend billions to line the sky with these masses, and some podunk excuse like "I can see Mount Rainer behind the buildings" isn't good enough a reason. A skylines identity and power comes from its look, which does in fact include mass, density, and height.
And the last 10 years, Dubai certainly has been killing the game. Hate it or love it, it is what it is and Dubai's skyline is credited for being the tallest and emerging to become one of the largest. Aesthetics don't take away from that reign.
For what its worth I think Toronto and Vancouver absolutely blow Montreal away on skyline, seriously.

Hmmmm.... it's interesting because the measure in volume and size and aesthetics are more comparable between Dubai and NYC. (NYC has quite a few thousand footers, 800 footers, 900, etc. etc.) But yes, I'd even say that Dubai still outdoes NYC quite honestly.
As for Montreal and Houston, the comparisons are quite the extremes. I'd hear your argument if that were the case, but sadly it is not. Montreal doesn't have a skyline to even compete with San Francisco's or Seattle's quite honestly. Montreal just has a few 600 footers as their tallest. Sure there's lower density that compares to SF or Seattle, but there's no top notch "skyline" for Montreal. I'd agree with Social Network that even Vancouver and easily Toronto's skylines outdo Montreal by far.
Houston by a landslide, especially if viewed from angles where you can also see the Galeria area and Transco TOwer, and the medical center area,. A great view is from the 610 loop going over the ship channel. Problem with Housyon is there really is no good vantage points to take in the view unless your on a highway interchange.
I prefer Houston's skyline. Montreal's is a little too gray and dull. None of the buildings really jump out. Houston on the other hand has several fantastic, shiny, not to mention taller buildings, and has an easily spotted symmetry that Montreal's odd sloping skyline lacks. But that's just on my personal preference, I like more stand-offish buildings in a skyline without much filler. Montreal has too many squatty, unidentifiable buildings hiding those that actually please the eyes.
