Internationally, Dubai certainly wins this. So what's the point? In US it is less serious but the chances are if you have a skyline larger than your population base, it is very likely that you are over building, or your expectation of the city was too high in the past.
It's a silly debate. European powerhouses like Paris and London don't exactly have much in the way of towering modern skylines, does that detract from them? Not at all. Having said that, I pick Chicago. Considering it isn't a mega-city (though it's close) its skyline kicks mucho booty is bettered only by NYC and Hong Kong IMO.

It has a metro of 1.2 million, half the population of Pittsburgh, yet has a skyline that could easily rival NYC. Other impressive skylines would be Columbus Ohio, Pittsburgh PA, Seattle, and Miami
