I always thought they looked dopy. Too girlish as part of a uniform. At the Brest memorial the young ladies from the academy wore brown uniforms and gold ribbons.

They were always meant for little girls, not teens)))
P.S. It was never the required part of the uniform either - rather a tradition and desire of doting Russian mothers.
It looks like it's a part of the "parade uniform" reserved for special occasions ( same as white aprons for girls with their brown dresses.) But the ties don't seem to be a "must" part of uniform, even for special occasion.
From what I see here - it looks like they have two different types of uniforms - both were used back in Soviet times; one earlier, the other one - in later period.
I was looking for something. This is an old photo taken at least 6 years ago, most likely in Kharkiv. 6 years ago, this was the first mention of photography. But it was done, I think, 20 or 25 years ago. There are no smartphones or mobile phones in the photo ) Now, this is simply unthinkable )))
