It looks like it's a part of the "parade uniform" reserved for special occasions ( same as white aprons for girls with their brown dresses.) But the ties don't seem to be a "must" part of uniform, even for special occasion.

From what I see here - it looks like they have two different types of uniforms - both were used back in Soviet times; one earlier, the other one - in later period.

Now there is no special uniform of the same type as in the USSR, there are certain requirements, each school has its own dress code . The tie is always or only on holidays, the school decides. The standard is being developed, but it is not about design, it is more about fabrics, materials and characteristics.

The document includes parameters of breathability and hygroscopicity of the fabric, requirements for the top of products and lining. "Synthetic fibers do not have a high ability of the fabric to absorb, retain moisture, and breathe, so their large number in the product makes clothing uncomfortable for daily wear," the report says.
In addition to safety, the item must be comfortable to use, so the standard specifies the quality characteristics of the fabric: strength, resistance to abrasion, the ability to form pellets, as well as change its size after washing.

tie in school k-12 seems strange to me as American.

I am aware that every school is free to have their own dress code, but so far everything I saw, MOST OF THEM look as close to Soviet uniforms as it gets.

And some of them look like something straight from Soviet times.
