I remember this building in Smolensk. It's not far from the cebtral park and city hall. There are several places in the area that were left as monuments after being bombed in WWII most further north in the area of the rail yards.

Sorry to burst your bubble but that is not a ruin from WW2. Its another abandoned ex soviet residential building.

Well not exactly.
In fact this particular building had quite a history, ( now when I found it on-line and am reading about it.)
It's not just your yet "another abandoned ex Soviet residential building."
And yes, it WAS bombed during the WWII by the way.
However to begin with, it was built ( designed) by yet another Russian German architect, ( Oleg Wutke was his name) in a very peculiar manner judging by description, back in 1931-33. ( In 1938 this very architect has been accused of espionage and executed.)
So it was the tallest building back in the day in town, and it was supposed to serve the purpose of the "communal living" ( hence the name of the building "House of Paris Commune,") where all the dwellers were encouraged to come to one big canteen downstairs and to cook meals together. At that, strangely enough this building didn't have either bathrooms or elevator.
Not only ( as legend has it) it was built at the place of Perun worshiping back in pagan times, ( then it looks like it was a cemetery,) but during construction a lot of workers died, not to mention that the cross of the major dome of the near-by monastery had to be removed, since it bent in the building's direction and almost broke.
Then once people moved in the building, strange things started happening, when someone was dying every month - from illness, mishaps, suicides and what not.
During WWII Germans were using the building and/or the vicinity for executions ( according to some witnessing).
Then it was heavily destroyed by shelling, but restored in 1949. A young ballet dancer died there during shelling; her head was cut off.
In 1970 there was a fire, that destroyed practically everything inside of the building, yet apparently it has been restored again, since the last dwellers left it only in the 90ies.
In 2009 yet another suicide in this building shook the city - it was a student expelled from a near-by University.
In 2007 some private company bought the building and the land around it. However the real owner of it is not known.
The mystery of this building attracts the "non-conventional" kind of crowd; the satanists have been spotted there as well.
This building is protected as "historic heritage" site since 1974.
