Dont companies know that by not training people now, they will not have people in place when the boomers start retiring en masse in the next few yrs?
Just another way American companies shoot themselves in the foot by living quarter to quarter!
Why would they? They can always get a well educated H1-B worker who will work twice as hard for half the pay. Trust me, they've thought about these issues.
Back in the days they would hire people off the streets for these type of jobs. i could apply and learn the tasks in a week or so. It really takes no skills or advanced training.

Well, we certainly don't live in "back in the day" There are still plenty of professions that one can walk into and learn, but for the most part, I don't think many Americans want to do these jobs anymore. If they did, they likely will not accept the wages offered.
I recall our ego-inflated HR lady put a posting for an accounts receivable position and required:
Associates - Bachelors Degree
3-5 years job related experience
Able to speak Spanish
for a 8.50 hr job calling people to pay their bills, hilarious.
Wow, good to know my associates degree is worth something
