On the contrary you'd be surprised how many applicants get disqualified causing the management folks to interview more applicants.
Some folks are over income, some are under income, some may not have the same household size they listed on their application and are no longer eligible, some get called to sign a lease for another building and rescind their application, etc. So that's why they could easily blow through 2 or 3 thousand applicants.
I'm not sure how they will allocate apartments but after they fill the preference units first, it could be log # order or they could be keeping a list of who's qualified in the order their file was income approved. Some folks that qualify income wise may not pass the credit/background check so that's another pickle off the sandwich. What I do know is that once the units are filled everyone else who's had an interview should be waitlisted.

Yeah, this is my first time hearing of this practice and I won a lottery apartment back in 2006.
Process was much simpler and straightforward back then but now fast forward 12 years later and there's tons more people applying, so maybe that's why they implemented this "2nd lottery" if that's the case.
Right, that's the sad truth of it. We're lucky to have been selected and interviewed, but now we still have the possibility of being waitlisted. eDrinks for everyone on me to cope with this lottery stress! lol
What unit are did you apply/qualify for in the 120% ami band and for how many people? Do you know what the rules are for guests?
I applied for the 120 ami 1 bdrm (2 people, adult and child)
I'm not sure what the rules are for guests but if you aren't bothering your neighbors, i don't think anyone will care how many guests you entertain. As long as there's no loud music playing at 3 am, no weed smoke pouring from your unit, no people constantly coming to and from your unit which may suggest some type of illegal activity going on you should be fine.
