I think many of these apartments have been sitting empty for some time while Stuytown was lobbying to have the law changed to be able to bring them to market rate. That's not happening, but they're more expensive than the 2021 lottery rates so they created this new bracket. That's me reading between the lines.

Like everything in Stuy Town/PCV, it's complicated when you're trying to manage 9,000 apartments.
Because of the various laws, which have changed over time, the range of prices is huge.
I think management didn't want to put cheaper apartments on the regular website because then they would end up on Streeteasy and make it harder to rent the more expensive units.
Blackstone was keeping apartments empty for a while but the city was successful in getting the company to stop. The city pressured Blackstone because of the $120 million it received from the city for the first lottery.

Thank you. I was informed I'm third on the list. Chances are not that high the first two applicants won't qualify.
Well, don’t give up hope. A one-bedroom that was listed in April was back on this past week, and I recognized it. That means the three people didn’t qualify or otherwise decided not to take that apartment.
New one: 276 First Avenue 6C. One-bedroom. Price is $3,510. Very good location, faces west (toward First Avenue) but set back from the main street. Platinum finish.
