I'm not dodging it. Majority of the criminals are Black and Hispanic in NYC. No denying it's true. I simply lumped everybody in. But it's true that majority of violent crime are criminals against other criminals, whether it be black, white or brown. So go put Black in front of my criminals for your convenience, and re-read.
Yes, be we also pointed out who most of the victims are of most crimes here as well, so Stop and Frisk helps protect those individuals as well.
Either way the cops are stopping every Black and Hispanic person they can get their hands on because their bosses are forcing them to make their quota. If they are supposed to be so well trained they should know how to use discretion when making their stops.

What part of reasonable cause is hard to understand? In America, you simply cannot stop, search, or otherwise accost citizens without a damned good reason. Period.
EXACTLY. It's not even morally right to do so. Using "race statistics" to justify doing something that is wrong is even more wrong! What part of "free country" don't people understand? This is liberalism at it's finest.
Seems to me they had some cops that weren't doing their job and were told they needed to start. They conflate that into being a quota. The truth is normally half way between the two side's stories. I'm not naive enough to believe either side's attorneys 100%.
Stop & Frisk can be too easily abused by the police.
In Terry v. Ohio (1968), the Supreme Court ruled in favor of Stop & Frisk tactics employed by the police.
Justified Stop: A stop is justified if the suspect is exhibiting any combination of the following behaviors:
Matches the description on a "Wanted" flyer.
Running away or engaging in furtive movements.
Acts strangely, or is emotional, angry, fearful, or intoxicated.
Appears not to fit the time or place.
Loitering, or looking for something.
Present in a crime scene area.
Present in a high-crime area (not sufficient by itself or with loitering).
Frisk: The purpose of a frisk is to dispel suspicions of danger to the officer and other persons. A frisk is justified under the following circumstances:
Suspicion the suspect is armed and dangerous.
Suspicion the suspect is about to commit a crime where a weapon is commonly used.
Officer is alone and backup has not arrived.
Number of suspects and their physical size.
Concern for the safety of the officer or of others.
Behavior, emotional state, and/or look of suspects.
Suspect gave evasive answers during the initial stop.
Time of day and/or geographical surroundings (not sufficient by themselves to justify frisk).
