Noise level is totally fine. I have never heard any noise from other units in my own. Outside noise is another story -- the windows are decently thick but if you're near 145th St., you'll hear plenty of loud music, people screaming, and police sirens.
I don't think anyone has moved out, rather I think they haven't filled all of the units. I assume these are the middle income units that are still open.

Thanks for the reply! I went to the interview only to be told another application was accepted on the available apartment. I wish they would have called or emailed before I took the train 2.5 hours from Far Rockaway to 242nd street!
