The whole point of this thread to compare the Japanese to Americans in the face of tragic natural disasters is really an apples and oranges argument.
Japan is still very much a cloistered society. They make every attempt to block "outsiders" from seeing anything less than a whitewashed, idealized Japan. For example, they will continue to lie (and risk the safety of their own citizens) about the severity of the issue with the damaged nuclear reactor until it is impossible to continue to save face.

The Japanese attempted to cover up a nuclear mishap several years ago and the only thing stopping them this time is that all of the eyes of the world are upon them because of the tragedy of the arthquake and tsunami.
In the hardest hit areas there are no people to loot they are all dead.
Farther inland the people are trapped on top of buildings and there is just nothing to loot, in areas where there is things to loot they are probably taking food and i doubt they are worrried about the latest big screen tv. Of course this is just my opinion
Curious why I haven't heard any news reports of looting, rioting or civil unrest in Japan? Japan not only suffered a Tsunami/Flooding, but also an 8.9 quake?
This disaster makes Katrina look like a day at the park. Yet, you would never know how horrible things were from the civility and calm that Japanese citizens display during this horrible catastrophe.
If they can conduct themselves in such an honorable way, maybe there's something citizens from other countries can learn from Japan?
Japan does not have a large underclass. Social services in Japan are generally better for their people than those in the United States.
The buildings in Japan outside Northern Japan are fairly intact.
I don't think city the size of New Orleans was affected by this disaster. If I'm wrong I stand corrected.
The Japanese government was very quick to response with shelters, food, water and other resources. They have already committed 50,000 troops to assist the disaster stricken people. Keep in mind the people in New Orleans did not receive significant government assistance for about 5 to 7 days after Hurricane Katrina struck. This is probably the biggest reason people have no need to loot.

That was because Governor Blanco refused to declare a state of emergency and ASK for federal assistance for 3 days. Even going as far as refusing the Red Cross access to the state. In the US, the Governor must ask, in writing, for federal assistance, otherwise there is nothing the feds can do.
Democrats are notorious for playing with people's lives in an attempt to score political points. Just like Governor Chiles did during hurricane Andrew.
I can just picture people stepping over the bodies of loved ones to loot.
