"Drugs" covers a huge range of substances with wildly-varying effects. Speaking of IQ, there is even a specific branch of drugs lumped into the category of "nootropics" - cognitive enhancers. Some are legal, some are banned, and some are legal via prescription, but all are "drugs."
But in any case, why would you trust big-government to dictate to you what you may or may not ingest? Do you really think that the US federal government is a wise and impartial party in these matters?

The word illegal is garbage. The government doesn't own your body, it should have no say on what you put into it.
The "legal" drug use has exploded but because a doctor gives the okay that somehow makes it better.

People who use illegal drugs are criminals. High IQ? Sniff glue and take meth for a few years and see what happens to your IQ.
They are criminals because they put something into their body, period. They harm no one yet the benevolent hand of government has decided if you don't have a prescription you are a bad person.
The war on drugs is a failure that unfairly targets inner city minorities. Not harming anyone yet they get fined and go to jail.
People who advocate jail time because someone uses drugs and brings no harm to anyone and doesn't violate anyones rights are nothing more than control freaks who love to use force to get their way.
