Here's another suggestion: Reduce both, by making it a disgrace to have children out of wedlock. Emphasize to women (and men) that making whoopee is a BAD thing if you're not married.
(c) government coercion is removed. Society "enforces" this condition instead, by social condemnation of bearing children out of wedlock.
Not a perfect solution. But I suggest it's less bad than the situation we have now.
This is the Scarlett Letter solution; somebody here already floated it. You're not going to stop people having sex, no matter how hard you try. Get over it. Come up with an idea that isn't from the 19th century.
Rather than humiliation as a means to an end, why not try education like I suggested?
That's not rational.
Young people rarely have a lot of assets, or income, unless they got an inheritance.
It is suppose to be hard to start a family if it is not sustainable.

We have actually created a society that siphons off by force, from those that have lived an adult life for some time, to make it the easiest time in US history for the young and unmarried to start families and automatically get a paycheck.
I never realized those young people having kids and in need of assistance are considered rich because they are on welfare. Does that mean people who are not in need of any welfare is now considered poor?
I don't hear one person (man?) here placing any responsibility on men. Perhaps if young men would step up and act like a man, things would be different. And yet you give men a pass and place all the blame on women. Young women aren't ladylike enough? Give me a break. Indentured Servant says he'd "hit it...and quit it." Quite the gentleman he is...NOT!
First off.....I do not blame the man because in the big picture the male is of far less value to the species than women are. Only the women can incubate, carry and deliver new life into this world. The continuation of the species and bloodline is the biological directive of life. In that big picture, men are more expendable than are women. One man and 100 women can potentially create thousands of humans in a few generations, to replenish the earth. On the other hand, 100 men and one women would take centuries to do the same. Thus....the power of life and existence is most profoundly in the hands of women. Hence, to whom much is given.....much is expected. To me, overall, women are the stronger gender, overall.
Secondly, who says that I will not be a gentleman? Being a gentleman has nothing to do with it. I only know one way to treat a women....and that is with respect. However, I am not going to stay in a relationship with a women who has slept with the equivalent of a football team and do all sorts of "things" in the bedroom. I do not need a resume and skill sets like that in a wife. However....I do like it :-)....I just don't respect it. If a women likes behaving like that...more power to her and she can do me....but I could not marry her. Hey...life is about tradeoffs.

Because it is common knowledge that women are prime for baby making in their 20s. Some people wait till they are older and in a more stable position, but people in their late teens and 20s have sex and sometimes pregnancy happens, thankfully birth control and abortions give women a choice on when it is right to have a child, but not all women will choose abortion, nor should they have to.
I see no problem with providing needed aid to young parents that are trying to raise a child in a society that is much harder to raise one than it was for our parents and grandparents.

To me....men and women are not equal. Women are superior. We men....we are just sperm banks that war and kill for rank to improve our mating options.
Reduce the number of children who are dependent upon the state by providing a financial incentive to women receiving benefits to stop having more babies.
I agree with Indentured Servant that black women especially are becoming much more promiscuous and "freaky" than they used to be because he is right that back in the day, many of my own black guy friends and even cousins would say they'd have to get a white girl to do some of the sexual things they wanted to do. Many black girls now-a-days do those things too, all the "hooking up"/"booty-calls" and various extra-ordinary sexual acts.
