Recent history proves otherwise.
If there is a correlation between approval rating and effectiveness as you just stated, then both Bushes, Reagan, and Nixon were all more effective than Obama, since their average approval rating was higher than his.

In fact, according to ratings the last president who was less effective than Obama was Carter. Before him, it was Truman....

W's last Gallup approval rating was 34%'. That's how he left office playboy.

At a few points, he hit as low as 25%.

That's the U.S. numbers. His worldwide numbers are unknown to me but I'd bet they're at a maximum half of Obama's present numbers.

If you clicked the link, Bushes worldwide approval dipped to 34% in 2008. 34/45 > .5 it's about .75 of Obamas current approval. The chart only goes back to 07 but I'd be willing to be around 02-03 it was 60-70% approval.
