Yes, but apparently the PREMISE itself was wrong...
Not if you believe gorgeet's list of weaponry/technology that made it into Iraqui hands. Which I, personally, take with a large grain of salt but I'm trying to use a liberal's own words to prove the premise was correct here.

Oh I don't DOUBT that they had weapons...after all, we sold some of them to them. However, they also tend to USE them on an ongoing basis.
What I really find laughable is when a Republican comes to me and says with a straight face, "The Surge is Working." No, the Surge is NOT Working and has NEVER WORKED! Why? Because, the reality has always been that the majority of the insurgency was Iraqi-driven by ethnic agenda where every ethnic group defended its interest. What we did was, we made peace with the Sunni tribesmen and armed them to defend their interest and promised them that we will protect their interests. The same thing was done with the Shia militias, and the fact that the Mahdi Brigade controls Basra, Iraq's second largest city and hub of its Oil producing region, is a clear illustration of that reality. So, to mislead people and claim that it was the surge that worked is pure deception and could haunt us in the long term, because once our clients in Iraq start demanding more than we can offer, the blow-back affects could be more lethal then any-thing we have experienced up-to now.
Except it isn't true that the USA sold weapons to Iraq.
Well you are wrong then.
May, 1986. The US Department of Commerce licenses 70 biological exports to Iraq between May of 1985 and 1989, including at least 21 batches of lethal strains of anthrax.
May, 1986. US Department of Commerce approves shipment of weapons grade botulin poison to Iraq
April, 1988. US Department of Commerce approves shipment of chemicals used in manufacture of mustard gas

Both of the first two transactions were opposed by our military.
1986. Baghdad University purchased an assortment of germs from the American Type Culture Collection, for “medical” research.
The collection serves as a global lending library for scientists doing research to combat infectious diseases to improve global health. Overseas customers were required to obtain a Commerce Department export license for the most virulent strains.
Quote:
1988, June. The Armed Forces Medical Intelligence Center at Ft. Detrick produces a classified study stating that Iraq is building a “bacteriological arsenal”. Among the agents identified are Anthrax and Botulinin toxin. The report states that they are also producing germs for assassinations and that Hussein Kamal, Saddam’s son-in-law and head of Iraq's Intelligence Agency was personally supervising the program.
The report stated that the Iraqis had purchased many of their starter germs from the American Type Culture Collection. The scientific supply company that maintains the collection, the largest collection of germ strains in the world, is located in Maryland and is the same place the Rajneeshee Cult purchased the germs for their “pharmacy”, which they used in their Bio-attack in Oregon.
The intelligence report goes to the State Department, CIA, and various departments of the military. However, no one thinks to tell the Commerce Department or the American Type Culture not to allow any more purchases by Iraq.
But rifles and ammunition ARE part of a weapons system...at least they are nowadays. Used to be they were just "weapons"...now they're part of some "weapons system".
