It's the individual who commits the crime, but once that individual commits the crime they should no longer be allowed guns.
Without incarcerating them for life, or killing them dead, how do you impose that without stepping all over the rights of those that have done nothing to have their rights stripped?
Govt agents are armed to the teeth, lawmakers have armed bodyguards and we are forced to purchase weapons that are redistributed into the hands of unknown parties in foreign lands, but the fed govt needs to check us before granting permission to purchase one for our own usage.

Your not going to police it. Its like policing some one who is drinking or driving. Sure you can do it I mean 90% chance won't get caught 10% you will. So if you are involved in an issue with police they find out you have a illegal firearm in your possession. Your going to be slapped with some time in prison.

Either that, or he was talking on an ear-mounted cell phone. I have seen lots of them.
In downtown Portland, the guy was clearly high on meth and muttering nonsense to himself. I see a lot of meth and heroine abusers around downtown everyday.

The only way you would have an illegal firearm in my state is if a felon had it. Anyone 19 and over can have a gun in their car, and the state is prohibited by law from registering guns.
