Police are now seeking they be charged. It's not against the law to not help someone who is drowning, but it IS against the law to not report the death. It's only a misdemeanor, but it's something.
This is one of those tough philosophical questions...these guys acted like horrible human beings, or possibly sociopaths, but is it truly a crime to NOT do something?
Obviously you want to punish them or have some type of consequences for letting someone die, but strictly looking at it logically, I don't necessarily think it should be law.
If you say it should be a crime to not help someone, where does that logic end? If someone else is putting themselves in danger, jumping in a lake, running into traffic, driving drunk, taking too many drugs...you're mandated to step in and punished as a criminal if you don't? I see some major red flags there.
I think it's an interesting and important conversation either way.

I think those teens are at the very least evil little effers who I hope rot in hell, but I don't know that I can advocate a LAW that says you must help anyone you see in need.
What is need?
How far do you have to go to help them?
How much danger is too much danger (for you and for them)?
Stuff like mandatory reporting of suspected child abuse is one thing. But just anyone who MIGHT be in danger...I mean, do you assess that AFTER the person has died? "Oh, yeah, he really DID need help. You're going to jail now."
Might help things if we just brought back public shaming.
I guess if you take video of a person crying out for rescue but instead of rescuing the person you mock and laugh at the person and then upload or otherwise show the video to others rather than report the incident, the crime can be enforced.

Why should there be any criminal charge? Only you are responsible for your own safety.
Yes. One should pull oneself up by the bootstraps...even when one is drowning. It's his own fault for not being prepared.
