The bill would have doubled the number of diversity visas available to 110,000 yearly. Perhaps Saipov wasn't vetted properly, or at all, in 2010 when he was allowed to become a permanent resident in America under a lottery visa program? We don't know yet if these murders and injuries of innocent people in New York City could "have been prevented".
