That trash picking tool must have been very threatening to that cop, to need to call eight more of them to back him up. They have the right idea in England, where the cops on a beat or patrol don't have guns. But actually, both those guys were acting stupidly. The cop never had any reason to stop and the guy with the bucket should have just simply stated that he lived there and was cleaning the premises, then said nothing else and ignored the cop. This kind of pointless confrontation happens frequently and equipping the cops to kill people, presents a serious danger. Perhaps if a duty shift had a cop with an I. Q. of 100 or higher, that one might be allowed to carry a gun in the car's trunk for true emergencies.
This was a long time ago and discussed ad nauseam here already.
