If you understand English then you’ll understand he admitted to a Quid (something) Pro (for) Quo (something).
No, he did not. I heard him politely ignore a journalist who was trying to insert Biden into the conversation. Mulvaney made it clear that we wanted their cooperation in an ongoing investigation into the tampering with US 2016 presidential election.

Last I heard, everyone wanted to investigate foreign influence in that 2016 election. Suddenly there are people popping up all over who don't want to learn anything more about it at all.

Investigate away. If you can prove Biden and his son committed crimes, lock them both up.
People like you won't even allow for an investigation to even start. Your side has already declared Biden innocent, Trump guilty, closed the book on Biden, and demanding the investigation of Trump, for bringing attention to Biden's son.

Anderson Cooper at the last debate sums it up nicely:

"The impeachment inquiry is centered on President Trump's attempts to get political dirt from Ukraine on Vice President Biden and his son, Hunter. Mr. Vice President, President Trump has falsely accused your son of doing something wrong while serving on a company board in Ukraine. I want to point out there's no evidence of wrongdoing by either one of you."

If we didn't hear what we heard, why is Mulvaney changing his tune? Why is Trump so freaked out about it? Yeah, we heard what we heard. You can't un-ring that bell.

"People like me"...?

Hardly. The president has the intelligence community at his disposal. Also a lot of unintelligent yes-men and lackeys. He chose the latter, down a back alley, rather than operate openly and above board.

Trump screwed himself by hiring incompetent thugs to try to benefit himself. It had nothing to do with "fighting corruption". He needs to employ smarter criminals in the future.

We do not live in a police state. No individual can wish up an investigation on another. Not even the President of the United States. Some evidentiary standard must first be met.

There is no known U.S. investigation of the Bidens. That is not the case for Giuliani (per leaks ) and his associates (per indictments).

The clear conclusion appears to be that because of higher U.S. evidentiary standards that Trump was trying his luck with the Ukrainians with the quid pro quo sweeteners.

This, again, has already been discussed ad nauseam.

My God, Jim Jones would've halved the population of humanity if he'd a been able to engender a fraction of the blind faith and ability to dismiss reality that Cheeto does.

Then why is Kevin McCarthy trying to defend him:

One of President Trump’s staunchest defenders in Congress struggled Friday to explain acting White House chief of staff Mick Mulvaney’s conflicting statements during and after a press conference about whether the administration floated a quid pro quo to Ukrainian officials by which U.S. military aid would be given in exchange for an investigation into the 2016 U.S. presidential election.
