Good grief. We already have welfare reform that a woman can only be on for 5 years total. That takes care of the tiny minority of women who had child after child to keep the checks rolling in.
There is no incentive financially to having a second or third or fourth.

And you’re saying that they have no financial incentive for having kid, after kid, after kid. The point is that with each kid comes all sorts of support, and thus they are not required to make the decision as to whether they can AFFORD a child. No consideration given to money. Maybe if they didn’t keep getting all that money they would be more conscientious about B.C.

TANF, which is what is referred to as welfare, is over after 5 years one or 20 children. It does not benefit a woman to keep having more. Say you have a 3 year old and have a second child. That child is only supported for 2 years. The next one only one, if a woman were to have a third that quickly. And when I say supported I don't mean fully.
You're thinking of pre welfare reform where having child after child kept the TANF coming in.
That has been over for a ling time for exactly this reason. The government doesn't want to encourage more children with no means of support.
Unless one is an Orthodox Jew in many areas where voting blocks assure that they can cheat the system and game every type of government assistance known to man. TANF for the years that is available, while the men study yiddish and the Torah instead of anything that could resemble work that can earn a living.
Medicaid. Food stamps, etc. Feds have busted many thousands of coordinated fraud in the Orthodox Jew community.
