And your problem remains the same. For over five minutes, after he was handcuffed and subdued, the officer kept his knee on the back of the man's neck. For over five minutes. That's why he was fired, that's why he's being investigated.

I truly feel sympathy for the man, I do.
Here is the Police Dept guidance. Its important to know the rules, laws, and guidance in regards to this case.
I believe this is their current department policy on neck type restraints.

5-311 USE OF NECK RESTRAINTS AND CHOKE HOLDS (10/16/02) (08/17/07) (10/01/10) (04/16/12)

DEFINITIONS I.

Choke Hold: Deadly force option. Defined as applying direct pressure on a person’s trachea or airway (front of the neck), blocking or obstructing the airway (04/16/12)

Neck Restraint: Non-deadly force option. Defined as compressing one or both sides of a person’s neck with an arm or leg, without applying direct pressure to the trachea or airway (front of the neck). Only sworn employees who have received training from the MPD Training Unit are authorized to use neck restraints. The MPD authorizes two types of neck restraints: Conscious Neck Restraint and Unconscious Neck Restraint. (04/16/12)

Conscious Neck Restraint: The subject is placed in a neck restraint with intent to control, and not to render the subject unconscious, by only applying light to moderate pressure. (04/16/12)

Unconscious Neck Restraint: The subject is placed in a neck restraint with the intention of rendering the person unconscious by applying adequate pressure. (04/16/12)

PROCEDURES/REGULATIONS II.
A.The Conscious Neck Restraint may be used against a subject who is actively resisting. (04/16/12)
B.The Unconscious Neck Restraint shall only be applied in the following circumstances: (04/16/12) 1.On a subject who is exhibiting active aggression, or;
2.For life saving purposes, or;
3.On a subject who is exhibiting active resistance in order to gain control of the subject; and if lesser attempts at control have been or would likely be ineffective.

C.Neck restraints shall not be used against subjects who are passively resisting as defined by policy. (04/16/12)
D.After Care Guidelines (04/16/12) 1.After a neck restraint or choke hold has been used on a subject, sworn MPD employees shall keep them under close observation until they are released to medical or other law enforcement personnel.
2.An officer who has used a neck restraint or choke hold shall inform individuals accepting custody of the subject, that the technique was used on the subject.

Not according to this data. Now, keep in mind that many of these African nations are 95% or more black. The black homicide rate for African Americans, in 2018, per 100,000 people, was 20.5. Look at the rate in countries where blacks were not racially enslaved by whites or did not live under white majority rule for a long period (as South Africa, for example).

Show me nations where blacks were oppressed by whites.....and I will show you nations with higher than NORMAL rates of black homicides. South Africa is the worst offender, followed by other Southern African nations that were white minority ruled for some period of time. Next with highest rates are nations that have civil wars going on, like in the Congo, or nations that have had recent civil wars. In African nations that have been at peace, such as Ghana, you see the true nature of black homicide propensity.

I got a feeling this cop is going to end up pleading guilty to unintentional manslaughter and maybe serve 6 months. The other 3 will probably get their jobs back.

That's how things go in Minneapolis.

Until all evidence is presented, I'm betting on Murder 3 (depraved mind), good for up to 25 years. That's what they got former officer Noor with; he's doing 12 years. Can't recall what all they originally charged him with though.

Maybe Man 1 - heat of passion. Man 2 - culpable negligence would be easy, but only ten years.

There are bad and good cops unfortunately. My white friend was beaten badly by a cop who was harrassing us leaving the bar. He called him a pig (as he followed us to our car) and probably got 30 hits by his club got which resulted in broken ribs and a concussion. What can you do that at point?
